IRS: Request for Information Related to Executive Order 14247 'Modernizing Payments To and From America’s Bank Account'

We’re collecting feedback on Executive Order 14247 “Modernizing Payments To and From America’s Bank Account.”

Beginning September 30, 2025, all federal payments that are currently made by paper check—including Social Security benefits, tax refunds, and vendor payments—will be made electronically.

All receipts to the federal government will also be required to be made by digitized payments (to the extent permissible under applicable law).

Paper checks are increasingly the front door for fraud. The U.S. Department of the Treasury is committed to raising awareness of the growing fraud risks associated with paper checks and providing Americans with the knowledge and tools to fight financial fraud and make informed financial decisions. 

The U.S. Department of the Treasury is requesting:

  • Feedback on the implementation of the Executive Order and
  • Recommendations to increase public awareness to help consumers, including unbanked and underbanked populations, transition to digital payments.

Now – before regulations are developed – is the best time to share feedback.

You can officially submit comments by June 30, 2025, to Regulations.gov (Docket ID TREAS-DO-2025-0004).

IRS Stakeholder Liaison is also collecting feedback.

Here are some questions from the Federal Register:

  • What barriers exist for transitioning individuals and organizations to electronic funds transfer (EFT) options? Are there particular barriers preventing unbanked, underserved and small businesses from adopting EFT options?
  • Are there cases where Federal agencies do not currently provide EFT options or where information regarding EFT options is not readily available?
  • What information should a public awareness campaign include and what support or tools are needed to help people transition from using paper checks to EFT options for federal payments?
  • What are the most effective communication channels for federal agencies to reach program participants and other payees? Are there external entities or organizations in the private or nonprofit sectors that federal agencies should partner with to increase awareness among beneficiaries and payees?
  • How can the government prevent fraud and make payments securely using these EFT options?
