Final Report of Policy Recommendations from the Connecticut Tax Panel

The final report of policy recommendations from the Connecticut Tax Panel has been released.

The following language, complete with links to the three volumes of the final report, was emailed from the panel's Executive Director, Robert Ebel.

  • Volume 1: The Final Report of the Tax Panel as Transmitted 12.31.2015 accompanied by a Staff Report summary of findings.
  • Volume 2 (12.7 MB): The Final Report of the Tax Panel as Transmitted 12.31.2015 plus the Compendium of Consultant Papers on (i) the Connecticut Economy & Policy Framework and (ii) the State Tax System.
  • Volume 3: The Final Report of the Tax Panel as Transmitted 12.31.2015 plus the Compendium of Consultant Papers on the Property Tax and Local Revenue Diversification.

Useful Notes:

  1. Organization of the three volumes. A further detail on the organization of the three volume set of reports is provided in a Preface that is included in the front matter of each volume.
  2. Content. The content of the three volumes directly draws on the material presented to the Tax Panel during its 2015 meetings.
  3. Electronic Copies 
        Web Posting: All three volumes have been transmitted to the CGA Finance Committee for web-posting. 
        Printing from the PDF format
    Autoprint/landscape, all 3 volumes. On the Microsoft Office Print Command/ Print Options page-- to print please select “Autoportrait/landscape”  under Orientation. Otherwise some tables will not print out in the required landscape format.
    Volumes 2 and 3, Consultant Research Papers: All the consultant reports in Volumes 2 and 3 have embedded tabs that allow the user to print out selected sections (in Microsoft jargon: “specific points of interest”) of a longer document. For example, Volume 2 consists of 17 separate research topic/consultant report chapters. Each of these chapters can be separately printed out by having the user go to the left side of the Print Command page to the “Bookmarks” tab. By clicking on the specific chapter or section of a chapter one can then select that chapter (or even a section of a selected chapter) for printing.
  4. Printed Copies. The Office of Legislative Management will be publishing hard copies of the three volumes in the coming weeks.

Again to all, thank you for your professionalism and collegiality in producing this important Final Report of the Connecticut Tax Panel. Too, please accept my further thanks for many hours that you gave to the process to sift through the large amount of materials presented that was presented in such a very short time. Despite the time crunch—and it was quite a crunch--the quality of the dialogue was just first rate…which, of course, is Connecticut.
